It seems you have reached your Project Limit and with either need to upgrade or delete an old project before you can add a new one. Project Limits:
Basic - 10 Projects
Standard - 10 Projects
Premium - 10 Projects
Standard - 20 Projects
Enterprise/Retail - Unlimited
